


The President shall be a member of and act as chairman of the Board of Directors. He/
she shall see that the constitution and by-laws shall be properly executed and that the
other officers of the Association shall fulfill their duties correctly. He/she shall conduct
the Club’s business through the mail or at any special meetings which may be requested
by the Board of Directors. He/she shall preside at Club’s meetings and shall be an ex-
officio member of all committees. He/she may appoint when there is a tie to be broken
on a Board vote. He/she may appoint Directors to fill unexpired terms or to fill vacancies.
Article II: Duties of the Vice President
The Vice President shall act as presiding officer should the President be absent or be
unable to act. In case of disability of both the President and Vice President, the Board
of Directors shall select a member of the Board to preside. In the case that the
President is no longer able to complete his/her office due to disability, the Vice-
President shall complete the President's term of office.
Article III: Duties of the Secretary
• Conducting the correspondence of the Club.
• Keeping minutes of all meetings.
• Having charge of all books, records, and equipment relating to the office.
• Serving as editor of the quarterly newsletter unless another person has been
appointed in that capacity by the President.
• Serving as caretaker of all inventory which is offered for sale by the Club.
• Forward to the Secretary elect all records and other materials and equipment
which are the property of the Club within thirty days of the completion of his/her term of
office. The cost of the shipment of that material will be the responsibility of the
Association.
• Shows that have been selected as meet sites will be sent all materials related to
the appropriate meet. After meet reports have been received the Secretary shall see to
it that the appropriate awards are sent to members in good standing.
• Shows that do not return the required report within six months shall not be
awarded a meet of any kind the following year. The Secretary shall notify the Club
memberships of the names of any shows that are not eligible for NCBA meets in the
newsletter.
Article IV: Duties of the Treasure
* Keeping an account of all income and of all expenses incurred. Statements of all
Association accounts should appear in the newsletter not less than twice in each
calendar year.
* Keeping a correct list of all memeber and of the dues status of each member.
Article V: Duties of the District Directors
• A Director shall serve on the Board of Directors and respond to requests for votes
and/or opinions regarding Club business. Repeated failure to do so may be grounds for
removal from office.
• A Director shall place the District Meet in his/her district each year. It is his/her
responsibility to place the meet at least ninety days prior to when it will take place and to
notify the Secretary in writing of the location.
• The Director shall make every effort to attend the District Meet and whichever
other meets take place within that District.
• At meets which the Director attends he/she is the official representative of the
Club in the absence of an officer. The Director should assure that the conditions under
which the meet has been placed are being met and should accept and forward to the
Secretary the dues of any new members
• The Director shall appoint a Representative for each state within his/her districts.
• A Director shall submit a report on activity in his/her district for the newsletter at
least twice annually.
• Unless otherwise stipulated, all matters before the Board of Directors will be
decided by a simple majority vote. A quorum shall consist of 1/2 plus one.
Article VI: The Duties of State Representatives
Representatives should make every effort to attend meets within their state or province.
Article VII: Meets and Awards
• The NCBA will offer special awards for Champion Call Duck and Reserve
Champion Call to members in good standing before judging at all Special, District, and
National NCBA Meets.
• Master Exhibitor and Master Breeder points may be earned at any type of meet
provided that it meets all Club conditions. All shows which host meets must be
sanctioned by the A.P.A. or A.B.A. and must be open to the world. Judges of the
Bantam Duck class must be A.P.A. or A.B.A. licensed or must have been approved by
the NCBA.
• Special Meets shall be placed by the District Director with shows which are
deserving and qualified for a meet but which have not been granted another type of
meet.
• District Meets shall be placed each year by the District Director. No district shall
host more than one District Meet in one show year.
• One National Meet shall be placed each year by the Board of Directors after bids
have been solicited from interested shows. No other NCBA meet higher than a special
meet may be held on the same weekend within a 250 mile radius of the National. Shows
that bid for National Meets must do so in writing during a time frame which is established
and publicized by the Board of Directors and must be willing to abide by any rules
established by the Board and contained on the bid form.
Article VIII: Membership fees
Dues are in US Dollars - Non-US members add $4.00
• Individual membership: $15.00 per year, $29.00 for two years
• Family membership: $17.00 per year, $33.00 for two years.
• Junior Membership ( sixteen years old and younger ) $8.00 per year.
Individual Lifetime membership of $200.00
Article IX: Voting rights
Each individual member has one vote any time the membership is polled or an election
is held. A family membership is entitled to two votes. Junior memberships have no
voting rights. A member may not be more than 30 days behind in dues to be considered
to be in good standing, and thus entitled to vote.
Article X: Order of Business rules
Robert's Rules of Order shall be the parliamentary guide for all meetings.
Article XI: Elections
Elections shall be held every two years for all offices. Nominations shall be solicited by
the Secretary in a newsletter no later than June 1st of the election year. Officer and
Director positions shall be elected in alternating years as follows. On even numbered
years, the Vice-President, Secretary and the even numbered districts 2, 4, 6, 8, & 10
shall be elected. On odd numbered years, the President, Treasurer and odd numbered
districts 1, 3, 5, 7, & 9 shall be elected.
Each member may vote for all officers and for the Director in his/her district.
Nominees' names must not appear on the ballot before the nominee accepts nomination
in writing and received by the Secretary.
Nominations will appear in the Fall newsletter after accepted by the nominees. The issue
containting the names of the nominees should be mailed no later than October 31st.
The ballots will be contained in the winter newsletter which should be mailed no later
than December 31st.
An Election Commissioner shall be appointed by the President and approved by the
Board of Directors.
Duties of the Election Commissioner: All ballots shall be received by the Election
Commission who will determine that each ballot is properly marked, signed and dated,
and that it has been received by the deadline established by the Board of Directors.
The ballots will be tallied and the results will be sent in writing to the Secretary, no later
than one week after the expiration of the voting deadline. The Election Commission will
then retain the ballots in the envelopes in which they arrived until he/she is given
permission to dispose of them by the newly elected Board of Directors.
The Secretary will notify all candidates of the results of the election in writing within one
week of receiving the election results. The written notification will include the total
number of votes cast and the number which each candidate received for each office.

District 8: AZ, CA, NM, UT, HI
District 9: AK, ID, MT, OR, WA, WY
District 10: AL, SC, GA, FL
